Method
- Place dried wakame seaweed in a bowl and cover with cold water; let soak for 5 to 8 minutes until fronds expand and soften.
- Pour seaweed into a fine-mesh strainer, rinse under cold water, shake off excess water, and pat dry with paper towels.
- In a small mixing bowl, whisk together soy sauce, rice vinegar, sesame oil, honey or sugar, mirin, and water until smooth and glossy.
- Optional: In a dry skillet over medium heat, toast sesame seeds for 2 to 3 minutes, stirring constantly, until fragrant.
- Transfer drained seaweed to a serving bowl and pour dressing over it; toss gently to coat each strand.
- Sprinkle sesame seeds over the salad and toss again; season with sea salt and red pepper flakes to taste.
- Let the salad rest at room temperature for 5 to 10 minutes to allow flavors to meld.
- Garnish with sliced green onions and serve immediately or chill for later.

Make this salad up to 2 days ahead and store in an airtight container in the refrigerator for a quick appetizer.
